Relates that Humphrey was unable to come up with the final payment because the person who was supposed to settle a separate payment with Humphrey died suddenly. Humphrey then turned to the bank for funds but was unable to find any money for two reasons: "merchants are in the East buying goods and have drained the cash reserve of banks; the rage for speculation in the Western public lands finds every available dollar going to land offices where it is locked up." Foot explains that he hopes to secure funds via his brothers who live out of the Hudson area.
